Below is a summary of the TPP’s 30 chapters. Schedules and annexes are attached to the chapters of the Agreement related to goods and services trade, investment, government procurement, and temporary entry of business persons. In addition, the State-Owned Enterprises chapter includes country-specific exceptions in annexes.

Dưới đây là phần tóm tắt 30 chương của Hiệp định TPP. Các chương trong Hiệp định liên quan đến thương mại hàng hoá và dịch vụ, đầu tư, mua sắm tài sản công và cho doanh nhân nhập cảnh tạm thời đều có phụ lục chi tiết kèm theo. Riêng phụ lục của chương Doanh nghiệp nhà nước còn có ngoại lệ riêng mỗi nước nữa.

1. Initial Provisions and General Definitions
Many TPP Parties have existing agreements with one another. The Initial Provisions and General Definitions Chapter recognizes that the TPP can coexist with other international trade agreements between the Parties, including the WTO Agreement, bilateral, and regional agreements. It also provides definitions of terms used in more than one chapter of the Agreement.

Đã có nhiều nước TPP có sẵn hiệp định với nhau. Chương Điều khoản mở đầu và định nghĩa chung thừa nhận TPP có thể tồn tại song song với các hiệp định thương mại quốc tế giữa các nước TPP với nhau, cụ thể là Hiệp định WTO, các hiệp định song phương và hiệp định khu vực. Chương này cũng định nghĩa những thuật ngữ được sử dụng nhiều trong Hiệp định.

2. Trade in Goods

TPP Parties agree to eliminate and reduce tariffs and non-tariff barriers on industrial goods, and to eliminate or reduce tariffs and other restrictive policies on agricultural goods.

Các nước TPP nhất trí xoá bỏ và giảm bớt thuế quan và hàng rào phi thuế quan đối với hàng hóa công nghiệp, đồng thời cũng xoá bỏ hoặc giảm bớt thuế quan và các chính sách hạn chế khác đối với hàng hoá nông nghiệp.

The preferential access provided through the TPP will increase trade between the TPP countries in this market of 800 million people and will support high-quality jobs in all 12 Parties.

Quyền ưu tiên tiếp cận theo tinh thần TPP sẽ thúc đẩy giao thương giữa các nước TPP với nhau trên thị trường 800 triệu dân này gia tăng và cũng hỗ trợ cho công ăn việc làm chất lượng cao ở tất cả 12 nước thành viên.

Most tariff elimination in industrial goods will be implemented immediately, although tariffs on some products will be eliminated over longer timeframes as agreed by the TPP Parties.

Phần lớn thuế quan đối với hàng công nghiệp sẽ được xoá bỏ ngay, nhưng theo thoả thuận của các nước TPP, sẽ có một số mặt hàng được xoá bỏ thuế quan chậm hơn.

The specific tariff cuts agreed by the TPP Parties are included in schedules covering all goods.

Thuế quan giảm theo thoả thuận của các nước TPP cụ thể như thế nào sẽ được ghi nhận trong lịch trình dành cho tất cả các mặt hàng.

The TPP Parties will publish all tariffs and other information related to goods trade to ensure that small- and medium-sized businesses as well as large companies can take advantage of the TPP.

Các nước TPP sẽ công bố mọi sắc thuế cùng những thông tin khác liên quan đến thương mại hàng hóa để đảm bảo doanh nghiệp nhỏ và vừa cũng như công ty lớn đều tận dụng được lợi ích của TPP.

They also agree not to use performance requirements, which are conditions such as local production requirements that some countries impose on companies in order for them to obtain tariff benefits.

Họ nhất trí là sẽ không áp đặt yêu cầu về năng suất, chẳng hạn như yêu cầu về mức sản xuất của địa phương là điều kiện mà một số nước áp đặt cho các công ty để thu thuế quan.

In addition, they agree not to impose WTO-inconsistent import and export restrictions and duties, including on remanufactured goods – which will promote recycling of parts into new products.

Họ cũng nhất trí không áp đặt thuế và các biện pháp hạn chế không phù hợp với WTO đối với hàng hoá xuất nhập khẩu, kể cả hàng tái sản xuất – khuyến khích tái chế các bộ phận thành sản phẩm mới.

If TPP Parties maintain import or export license requirements, they will notify each other about the procedures so as to increase transparency and facilitate trade flows.

Các nước TPP còn giữ nguyên quy định về giấy phép xuất khẩu/nhập khẩu thì phải thông báo cho nhau về thủ tục để tăng cường tính minh bạch và tạo điều kiện thuận lợi cho việc giao thương.

On agricultural products, the Parties will eliminate or reduce tariffs and other restrictive policies, which will increase agricultural trade in the region, and enhance food security.

Đối với nông sản, các nước TPP sẽ xoá bỏ hoặc giảm bớt thuế quan và các chính sách hạn chế khác để đẩy mạnh hoạt động kinh doanh nông sản trong khu vực và tăng cường an ninh lương thực.

In addition to eliminating or reducing tariffs, TPP Parties agree to promote policy reforms, including by eliminating agricultural export subsidies, working together in the WTO to develop disciplines on export state trading enterprises, export credits, and limiting the timeframes allowed for restrictions on food exports so as to provide greater food security in the region.

Ngoài việc xoá bỏ hoặc giảm bớt thuế quan, các nước TPP còn nhất trí đẩy mạnh cải cách chính sách, cụ thể là phải xoá bỏ trợ cấp xuất khẩu nông sản, phải hợp tác trong WTO nhằm phát triển các quy định về doanh nghiệp nhà nước xuất khẩu, tín dụng xuất khẩu và giảm thời gian hạn chế xuất khẩu lương thực để cải thiện an ninh lương thực trong khu vực.

The TPP Parties have also agreed to increased transparency and cooperation on certain activities related to agricultural biotechnology.

Các nước TPP cũng đã nhất trí tăng cường tính minh bạch và hợp tác đối với một số hoạt động liên quan đến công nghệ sinh học nông nghiệp.
